quest from a stone in ruklys hall of fame?

I found a "Stone of requests" in ruklys hall of fame that gave me a quest to collect yellow colifly stamen. I had never seen the stone there before despite exploring the entire map several times, and when I finished the quest there was no warp back and the stone was gone. I still have the quest completed in my quest log. I googled a bit and this is probably the quest https://tos.neet.tv/quests/5

does anybody know anything about this?
