Player-made Propaganda affecting npc's?

DISCUSSION

From ATV 2.27, the interview with Brian Chambers:

Chambers: THQ, that was another big, open-world game that completely got killed, uh, but it was a big, open-world...the working title was "Revolution," and you kinda worked through these Mexican..or Mexican and Spanish didn't catch word sorry :P using propaganda to kind of build up people around you and build up followers to help overthrow areas, very much kind of a Risk take this area, then this area, then this area, so. It was cool. I still actually have the design docs for that. I worked on that for, a good amount of time.

This in itself isn't super significant, but I really like what Disco said after a little bit:

Disco: Well, when I come out there in August I wanna see that stuff Disco mumbles a little bit

Ho boy if they recycle this stuff into Star Citizen eventually I will wet myself mark my words. This would be a great way for players to affect the 'Verse despite being the minority, because we could manipulate the majority. It makes me all tingly inside! I can't really say I expect this to happen, just that I hope. How about you all? I'd like to hear your thoughts, concerns, hopes concerning using propaganda to control npc's.
