Liqour sold in vendors?

Checking out the ridiculously strict Manitoba liqour laws it says A retail beer vendor licence authorizes the licensee to sell beer and, if authorized by regulation, other specified types of liquor.

Know of any vendors that sell hard stuff? Have not seen that before.
