Trying to set a "date"

I knew this girl who moved away during grade school and now we both attend the same college. I've run into her about once or twice a year and the most recent time was Saturday night. She's said we should hang out sometime and catch up more than one. I asked her if she wanted to meet up for ice cream but she only seems to say she's busy on the days/times I pick and never offers up another time. Am I wasting my time?
