[Glitch] Power Armor downgrades itself on its own?

I've been having a weird glitch lately where if I have a set of power armor, I upgrade it. If I leave and go somewhere else and come back the upgrade is gone and it reverts to a rusty T-45 set of armor. What could be causing this? I'm on PC and have a few mods but nothing I can think of that causes this.
