2016 AC design flaw?

I've noticed on a few occasions when I start up my car -- and the AC is off -- there is a lot of hot air coming from the center console vents. It's not blowing on me, but you can definitely feel the heat.

I'm not bothered by this because as soon as I turn on the AC, it works fine. I'm starting to wonder if maybe this is a design flaw or an actual problem in the new models.

Any one else notice something similar?
