[AP PHYSICS MECH C] Static and Kinetic Friction of Rolling Objects

My AP Physics C teacher told us that if there is a wheel rotating without slipping there is a Kinetic Friction applied in the positive direction (same direction wheel is translating) however other sources say that this is a STATIC frictional force. Is my teacher wrong?

I fail to see how there can be a kinetic friction moving in the same direction as translation.
