Lag Issues

As a disclaimer, I don't have the best internet and I live in the central U.S.

But, when I play WoT on either server, I usually get 50-80 ping. At some random times during the day, my ping on both servers will consistently hover at around 140, and I don't know why.

Is this related to the Level3 servers WG uses? Or is there another issue? And is there a way to solve it?
