Are there any [US] reloadable ebit cards that work for [SA] international merchants?

So bummed... I wanted to send my SO some flowers >_> and so I put some money on a reloadable debit card. It wouldn't let me use the card as a method of payment! :( I heard there are VISA reloadable travel cards - any idea where I can find those?

Thanks! :D
