Just started again for the first time in a long time and I'm having a problem...

Sorry if this is an easily fixed solution, I just didn't know where to ask the question. After 2 days of searching and trying to figure it out I still haven't figured it out.

I just recently got a PS4 after playing on PS3 when it first came out (quit before an expansion).

Last time I played I had one of each class. I deleted them all except my Hunter. I stopped playing.

Got a PS4 got game and all the expansions, made a Titan and used the level 25 boost on him. Went back to my Hunter and tried to progress the story but Venus (the last place I was playing) wasn't unlocked, nor was the Reef.

Is the quest I'm on from Bungie's website showing I was on a quest in Venus. (Since I couldn't get to the level proper, I joined a friend and we did the level which gave me credit but I cannot continue because I cannot turn it in)

I guess my question is: why can I not go anywhere else. What's "re-locked" the locations and what's preventing me from continuing. Is there something in the expansions that's preventing me from continuing? I read some PvP and PvE things were no longer available, is this part of it?

I went to the abandoned quest kiosk and the story quests started over. Which I completed, but Venus still did not unlock. I would also like to note that when I completed Step 5 (Eye of a Gatelord) it said Mars was unlocked on my screen.
