Discussion - Studying off Previous Exams

In engineering, there is an exam bank where many first year courses have previous exams posted. There are a few courses in engineering where professors use the same exams sometimes even with unchanged numbers. There is an advantage to getting these previous exams for courses where the professor is too lazy to re-write questions. This can make the course unfair. Ultimately, the professors who reuse exams are going to continue reusing exams and the people who have the previous exams will have this advantage. Should there be a larger takeaway from the recent scandal to push the University to stop professors from recycling exams?
