[1.9] Need help with blocks and metadata

I'm trying to write a mod that makes changes to both the texture and the mining level of vanilla stone blocks depending on its metadata. I know how to change the music Ning level of stone in general, but have not figured out the retexture part or the mining lever per metadata part. And help or pointers toward any tutorials/documentation would be much appreciated.
