What can I do to help improve my frame rate when I play?

I already play with all of my settings on the lowest possibility. In some crowded areas though I still lag. Some nights I have no issues with frame rates, other nights it takes forever for some things to load. I never play with any programs running in the background either. Does anyone have any tips for what I can do to my PC to help make my gameplay smoother?
