We talk about other countries misusing US aid money to enrich their leadership or maintain their defensive or militaristic capabilities, but are there any countries who are doing it CORRECTLY, or were at one point?
I'm just curious if the current policy towards aid around the world is rooted in the desire to maintain stability or if it has any empirical founding in actually improving the welfare of a country and its' people in a demonstrable and profound way.
