Dowloading Speed Question

So I'm trying to download something that is 7.3 gigs. I speed test at 8.9 MBps and the download speed I get is 1.5 MBps on this particular download. If I'm correct in my thought process, that means that the server cannot download faster than 1.5 MBps, which is why there is a discrepancy between my potential speed an the actual speed.

Now 3-4 other guys say they downloaded the same content from the same server in approx 5 minutes. That can't be possible, right? If my download speed was maxed out, then that could be possible; but since the server won't even use my 8.9 MBps, it's not possible to have someone else use more. Is that correct? Essentially, these guys are lying for some unknown reason. Or is there something I could do to maximize my download speed?
