Toilet seat covers. Do you use them?

Do you use the toilet seat covers in public restrooms or hover? Do you pop the insert out or leave it flat?

I don't do number two business in public. I'd rather go home sick than take a poo at work. While I'm out and about, I use the toilet seat covers, but also hover (Am woman, no urinals). The cover is mostly there in case I lose my balance... I leave the whole thing flat because I haven't got the patience to deal with organizing trash.

When I'm in a public restroom I don't hear a lot of seat cover rustle coming from other stalls, and this sort of freaks me out.

What do you guys do?
