What's the best way to get Dreugh Wax?

I've been searching online for info, but most of the info available is over a year old, so I just want to check with you guys that nothing has drastically changed?

I know hirelings can give them (mine never have), but I'm wondering if you can still get them from refining ANY level of raw mats? Or does it have to be top level mats?

I've kinda messed up and finally maxed clothing tonight on my alt, just by deconstructing stuff from my main (never really done much refining), so that's now left me at VR16 with a grand total of 1 Dreugh's Wax, which I got from refining about 150 raw V16 mats. (Originally my alt that is crafter was my main character, but I decided I didn't like NB much, so stopped playing it at VR2, and made a new character which I levelled to VR16 and is now my main - hence why I just continued to just use the first character as crafter because of traits researched).

Any other tips on best way to acquire them?
