Construction Brigade missing?

I've just recently "acquired" a planet with some ruins. I've located them with a xenology team, but only now do I realize I can't build Construction Brigades to process them. They don't show up in my research anywhere (with "all projects" selected), and I can't build them.

Did the technology vanish on me? Is it possible to not have access to this in a normal game?
