Framerate/Memory Issue

I've been hearing talk of people having issues framerate and memory leakage, but I have not heard it being addressed. Here are my specs and the massive amount of memory being taken up by the game. This issue causes people's framerates to drop abysmally, especially during the Fifth Floor and the Dragun fight.

My personal fix for it is to alt-tab, open a web browser such as Google Chrome, then close the browser and hop back into the game. However, on my most recent run, my fix would not work on the Fifth Floor, even though it normally does. It cost me the run when I had 10-15 frames per second in the Dragun fight.

I just want an assurance that this is a known issue that is being worked on.

EDIT: Something I forgot to add initially. A comparison of how much memory the game takes when running at 60 fps after my personal temporary fix.
