ELIF: Why can MLB recruits go directly from High School to the professional scene while NBA recruits must play a year of College Basketball before entering the professional scene?

Looking at numerous MLB player profiles on ESPN and this dawned on me. There are a handful of players that never went to college. Why are they allowed to skip playing in college but NBA players aren't?
