Has MS given an explanation as to why the Icon won't get RS1 builds, while the 930 will?

I get that VZW will never approve the update over their OTA system and officially launch it, but I was on the developer preview, with 8.1 months and months before VZW officially launched 8.1/Denim. So if the 930/Icon are the same (+CDMA), what is the reasoning?

Has MS given any explanation beyond stating they will reconsider the Icon?
