Palo Verde East vs University Towers?

Going to ASU for my freshman year this Fall, wondering which one to choose. I've looked at both in person and both seem to have something to offer but I can't decide. I'd ideally like to meet a lot of new people and go to a few parties. I realize that Engineering isn't really the partying kind of major but still.
