How long does it take for your car to cold start?

This is my first car and I'm really hoping I didn't buy something that I will need to make majors fixes on, but in the mornings it takes about 3 seconds maybe 4 for the car to start, also it will idle at about 1.5 rpm and eventually slowly drop to 1 rpm. Is this normal?
