Is it safe to disable secure boot?

Is it safe to permanently disable secure boot? What exactly does secure boot do?

My laptop recently ran into an issue where it wouldn't start up without giving me a failed automatic repair screen, but leaving secure boot disabled allows my computer to run perfectly fine.
