Major audio stuttering issues [TF2 Only]

I get audio stuttering a lot without framerate drops or anything else. It mostly happens when I play pyro or heavy, or when I get a lot of noise happening at once. Snd_restart fixes it, but only for a bit, until it happens again. As far as I can tell, it doesn't go away at all before snd_restart. Can anyone help me?

Edit: I have two laptops and this happens on both of them.
