why aren't there more faction specific sets and weapons

is it really because of dev time and money? I just don't get it the only alliance weapons I want are unobtainable, like the trial of the crusader weapons or the grand Marshall weapons and gear. I'd kill for that alliance hammer that grand Marshall people can get or ANY alliance specific weapons
