Does this run count? Rule question

Runners on first and third, one out.

Fly ball is hit to center field and is caught. Runner from first does not tag and heads towards second base. Meanwhile, runner from third tags and reaches home before the fielder tags out the runner that advanced from first without tagging.

Does the run count? If possible please provide excerpt from a rule book! Thanks
