DS4 won't connect, Passkey might not be correct/device canceled connection?

I've got 2 controllers, one works fine, one doesn't want to sync anymore, it just blinks the white light and goes back to off when I try to sync it (connected to the console).

I'm tried different cables, both ports, reset button, reset button + home button, turning the system off and connecting the controller with USB then turning the console on, doesn't work.

I went to the devices tab and deleted the controller, now when I attempt to sync it , underneath the DS4 that does work, is just a blink line that I can select and it just says "Passkey might not be correct or the bluetooth device canceled it's connection."

If it helps, the controller that won't sync was connected to my PC before it stopped syncing to the console.
