DXM HBR Water Extraction?

I have read and have been told that you can extract DXM from the cough syrup (Brand : Triminic ( also contains Phenylephrine HCI))

The method I read was you use a plastic bag that is hanging freely. And put three times the amount of cough syrup with water. And let it sit for 2 hours. Apparently the DXM will all be out of the bottom and all you have to do is remove all the liquid and the DXM powder will be at the bottom of the bag. Is this possible?
