How does a script get translated for a different language?

In Inglorious Basterds, Quentin Tarantino wrote all the dialogue in english. My question is how did they translate the script for the other languages, does a translator come in and translate all the dialogue and writes another script to give to the actors. Or do the actors just translate the words by themselves? And how would I be able to do that on a much smaller scale?
