Barking dog laws? Call the cops? (O4W)

Anyone have any insight into laws around overly chatty dogs? I live in the o4w, off Central Park in a complex of privately owned condos, if that makes for any difference.

The first floor unit has new tenants who rent from a private owner that I have never met. The tenants look to be college or just out of college. They have 2 big, loud dogs. The dogs bark at night when they are home alone (going on 2 hours now) and in the morning when anyone leaves for work so basically between 6a-8a and 8p until the second coming. I've written the home owners association, nada. Spoken with one of the tenants, nada. Another neighbor left a passive aggressive note on their door, they left a sassy note on their own door back. Is there another step I can take besides calling the police? Or is it time to call the police?
