[DMM] Dont make swapping bannable

In the recent QA they said they would make swapping bannable.

I dont think this is a good idea because

-When people die and lose their entire bank, they are likely to just quit rather than trying to rebuild -will reduce the playerbase

-A large number of people play dmm solely to make money to gain 07 wealth

-It will be very difficult to enforce

-People like to see an actual value on their wealth, whether they decide to rwt/swap it or not

-Other reasons i cant think of right now
