Was Ferdinand Marcos good up until 1972/1973/1974/Pre- Martial Law?

I think it is fair to ask if he was good even if it is just in the first 6-8 years of his term because I don't think BBM will imitate his father and declare Martial Law all over again just to extend his term in the event that he becomes president
