activation of passive skills

I have always been in the impression that the Master Roshi (Max Power) Agl's passive skill activates immediately when the round starts even thou he did not appear in the round....

But after the update it seems that the passive will only activate when he appears...

Not sure whether im being delusional or otherwise lol...

Another passive skill that i thought that it will activate when the round starts was the tournament buldging super saiyan goku... but it seems that his passive only activates when he appears as well.... kinda sad coz i dont have a +2 ki character atm
