Can't get Virgil not hostile!(spoilers)

OK so i gave virgil the serum, its been a week, and a misc. quest popped up to check on virgil, and no matter what, hes hostile.

i have no companion with me, no power armor, no recon scopes, tried various console commands, waited a week, everything to no avail. he always attacks. if i use the console command tdetect i have the prompt to talk to him, my character will say "virgil" and he pulls out his gun and looks for me still.

what gives? do you have to be aligned with a certain faction?
