What do I do about my friend who lurks way too much?

Please don't say "Oh just don't play with him". I like him and want to play with him but his constant lurking costs us tons of rounds. If he is the last one alive we will tell him to push but he'll kinda just float around between saving and pushing and then push when the bomb has 6 seconds left. Can anyone help me out?
