[Win10] AMD display crashing and recovering

This didn't start happening until after I upgraded my cpu, mobo and ram.

CPU: i5 6600K 3.5GHz Mobo: Gigabyte Z170X Gaming 5 GPU: Radeon R9 270 RAM: 8GB Crucial Ballistix Sport DDR4 2400Mhz OS: Windows 10

My display will go out for a second, then come back with a message saying it stopped responding but has recovered. The strange thing is it doesn't happen all the time. I've been able to play games without an issue, except when I'm installing a game in the Battle.net launcher.

I've tried reinstalling my video card drivers, reinstalling windows, and reseating the ram. I've used Western Digital's Lifeguard software to check the health of my HDD and it says it's fine. I've also used Driver Talent for any driver issues, but nothing. So now I'm wondering if my video card has gone bad?
