[Help] Year old dog won't stop nipping

I adopted a dog about 2 weeks ago and she nips at everything. Anything you put close to her face she'll nip at. She doesn't bite hard or chew but she'll just like playful nip at you. How do I stop this. I've tried popping her nose, I've tried giving her treats when she stops biting I just have no idea.

I just now put her in her cage since she wouldn't calm down and she's throwing a fit clawing st the cage and biting her bedding.
