Cetaphil moisturizer itches, AB suggestions?

Hi guys. I currently live in Japan and need advice on skincare.

I currently use cetaphil moisturiser and face wash - but i've found the cetaphil moisturiser tingles my face and makes it itch and red, and is possibly leading to acne problems. Does anyone have reccomendations on moisturisers? I NEED it to be as gentle and non-comedogenic as possible as I am extremely extremely acne prone and have very red sensitive skin. My skin is more dry/normal, not oily.

I'm pretty new to skincare so I'm kind of lost :( especially out here in Japan where I don't really know any of the products. I just don't feel like cetaphil is working for me. I'm not sure what ingrediant it is, but i've heard that the moisturiser can proove quite problematic for sensitive skin.

Anything I can get in japan would be great! Also any facewash suggestions would be nice as well!
