Mage gearing help

I have currently a mage, fire and arcane specced and I am looking to start upgrading my gear piece by piece. I am currently ilvl 704 and my only option seem to be H HFC, or even M HFC(even though I really have not much interest in Mythic)

I was wondering when ilvl outweighs stats, for example my 2h staff is mythic warforged 725(from mythic 5m) but the stats are kinda meh(MultiS and vers). Would it be more optimal to go for a lower ilvl, but better secondary stats?
