Is the Legacy Quest Worth Completing? (New Player)

PTCGO newb here! Just started messing around on PTCGO not long ago and bought some pack codes to try and assemble myself a standard deck but have yet to bite the bullet on spending them yet. If legacy quests are becoming a thing, is it worth it to spend some packs on a "budget" legacy deck to complete the challenge whenever it pops up?

Bonus: If yes, a budget list would be much appreciated!
