About Valve's ruling on pros throwing, are pros allowed to talk/analyize games and say who to bet on?

I'm like pretty sure they said they can't, and people who are in kinda tier 2 can tho and they dont give a shit.

Cuz Brehze talks to a lot of bettors, and Obey is kinda of an up and coming team, so its kinda ruining his career. He talks to many bettors about whats happening with the teams and stuff, who to bet on etc.
