[Settlement Suggestion] Scaffolding

Since Bethesda doesn't seem intent on giving us a forge mode style fly around ability, then perhaps they could at least give us 'scaffolding', proper metal scaffolding that takes steel to build, but you get the same amount back when you scrap it. Make it really narrow and skeletal so it would look out of place, maybe make it partially wooden too.

To prevent XP farming, maybe it gives none at all? After all, it's supposed to let you build stuff in places that is otherwise tricky (mainly, mounting stuff to high walls), without wasting a lot of resources (namely wood) making stairs and platforms. You might scrap them when you're done, but then you find you actually need them again, and have to build more. You didn't store the previous 'scaffolding' because you thought you were done with it.

It would be nice not having to waste resources.
