Online Fine Payment and Bounty Collection

I struggle to comprehend why in the year 3302 I still have to fly to a system to pay a fine or collect a bounty. Most of the time, I tend to get them in random places I'm just passing through. I feel like there should be an option to pay a fine remotely (let's say at 2x the cost) and collect bounties remotely (let's say 50% or less of the bounty amount, or let me seel the bounty to other bounty hunters or oin the black market). I am probably OCD but I hate having fines and bounties sitting in my transaction window until I make a special trip just to pay or collect.
