Need help responding to a TBM who sees no problem with the honor code office. The sooner the better.

They don't think that people who were raped while infringing on the honor code should get a "get out of jail free card" and that if a girl wasn't breaking the honor code while being raped she has nothing to fear. Being reprimanded for breaking the honor code gives them a chance to repent and change, not to be kicked out. Thoughts?
