[SECRET] Ethiopians encouraged to move into Ogaden

Because we have successfully infiltrated the border patrol and local governments with Ethiopian sympathizers, we are now able to begin migration of Ethiopian citizens into Ogaden. This will allow more local support when the war occurs, as well as international support as we can honestly claim to liberating Ethiopian citizens. Each Ethiopian citizen will be paid $210 and be provided with a complementary Tokarev TT-30.
