One core Router/Switch for very small company?

Hi guys and gals,

Quick question, I'm designing a network for a company of 10 users.

The network needs to be scalable but there are no immediate plans to grow as of now.

Would one Cisco catalyst 3560 switch be suitable as a core router and switch?

There are 4 departments and I would like to set up inter-vlan routing between them so my concern is that while it could easily handle 10 users, any growth would soon require additional hardware.

Please note that I'm very new to this so I could be talking complete nonsense.
