Quays in map editor

I have a map that I created awhile ago and it has quays on the shorelines now I loaded that map and went to change some things and can no longer place quays as they are not available in any of the tabs

I do have quay anarchy installed Snowfall and afterdark

Maybe a mod conflict ? Any one else run into this problem ?

Thanks for any help
