How do you deal with cheaters?

Is there any recourse for dealing with aimbotters, wallhackers, or the like? This guy seems to have found a way to make Ghalt's shotgun not have any spread, and coupled it with an aimbot. He went 39/6 with 43 minion kills on a meltdown. FWIW I don't recall him ever using his hook. I hereby challenge anyone to accomplish that feat without a cheat of some description.
