Just leveled up tusken raider and he is.. not impressive. Am I missing something?

I farmed and leveled and geared him for the raid hoping for more DPS and TM reduction. He reduces TM sometimes (but needs an omega) though it is often resisted in T6. But mostly I am surprised that his damage seems low.

Now he isn't maxed, he's 6 star, level 70, G8+4items. But he's critting for 2500, which is not what I expected.

Is this just how he is or do I need to gear and level him up more? I remember facing these in GW and them hitting very hard. But I guess my guys have less health than the rancor.
